Not every time. Discs are measured against the minimum thickness stamped on them and checked for scoring and lips. If they are within limits, new pads alone are fine. If not, we explain what was measured and arrange discs as well.
Usually yes, if the bay is level and there is room to remove a wheel safely. Buildings such as Ansam, Mayan and Water's Edge have their own rules about work in the basement, so check with the management. Villa driveways are straightforward.
It varies too much to give one figure. Heavy SUVs, city driving and hard braking wear pads faster than steady highway use. Have them checked at each service, and act as soon as you hear squealing, because grinding means the disc is being damaged.
